There may be different reasons for changing a local user account name in Windows.
For example, you may want to change the name on the sign-in screen to your actual name instead of the nickname or vice versa.

Change User Name of Local Account
Press ⊞ Win + R to start the “Run” dialog, type in the netplwiz
command, and click “OK”:
Select the user account for which you want to change the user name and click on the “Properties” button:
Change the user name and click “OK”:
If you have changed the user name of the current account, press Ctrl + Alt + Del and choose the option to “Log off”.
The new user name on the sign-in screen means that it has successfully been changed.
